Required scope: dpp:read. prefixes contains only VERIFIED prefixes — the set the publish gate honours. registrations lists every claim with its lifecycle status (Declared / Verified / Rejected / Revoked), decision timestamp, and machine-readable rejection reason where applicable.

403 — missing scope (FORBIDDEN_SCOPE) or module (FORBIDDEN_MODULE).
