Required scope: gdpr:admin. GDPR Art. 20: the SAME snapshot as /gdpr/access, wrapped in an explicit machine-readable envelope (format: traceable.gdpr.v1) and served with Content-Disposition: attachment for direct transmission to another controller. Live mode only (403 CROSS_MODE_DENIED).
