v0.99.8.3: error-reporting restoration

A small reliability release: server-side error reporting had regressed and was restored, so platform issues are detected and fixed faster. No user-facing behaviour changed.

This release restored the platform's server and edge error reporting, which had silently stopped initialising after an earlier dependency workaround. Operators do not see anything different; the benefit is operational, in how quickly the team detects and resolves platform errors.
