v0.99.13: voluntary battery passports

The headline change of this window: batteries outside the Art. 77(1) passport mandate (SLI, portable, industrial ≤2 kWh) get a proper voluntary passport experience, with the wizard, gate, certificates and public badge all telling one consistent story.

Voluntary battery passports

SLI, portable and industrial ≤2 kWh batteries have no passport obligation under EU Battery Regulation Art. 77(1). Previously the platform still applied the full mandated rule-set to them; now it applies a voluntary rule-set:

  • Only a fixed safety and consumer-information keep-list of fields stays required (substance restrictions, CE, the separate-collection symbol, UN 38.3, GPSR contacts, end-of-life information, core identifiers). Obligations that exist independently of the passport mandate are untouched.
  • The wizard's required-field counts, progress header, validation, certificate labels and the readiness panel all share the gate's truth: a voluntary industrial ≤2 kWh product now shows the reduced keep-list count instead of the ~69 required fields its mandated sibling carries.
  • The Carbon Footprint Verification certificate requirement does not bind a voluntary category.
  • The published passport's conformance badge reads "BattReg N/A (voluntary DPP)", because regulation-conformance scoring against the mandatory-passport rules does not apply outside the mandate.

EU registry

  • The registry's production environment becomes reachable, governed by a platform setting, so that when the EU opens battery filings, production registrations and the publish gate's registration check work without a code change. Until then, filings target the test environment and are badged as rehearsals.

Guidance v2.0 alignment

  • The Commission's guidance update of 15 August 2026 marks the recycled-content percentages "not to be filled/displayed as of February 2027" pending Article 8 and its delegated act; the platform no longer blocks publication on them for any category, and LMT gains the suppression rows it was missing. The Article 8 dates themselves are unchanged; see the enforcement timeline.
