v0.99.8.4: public passport labelling and quieter form warnings

A small correctness release for the public passport's restricted-access labelling and the editor's warning noise.

  • Mandatory access-request (Proof of Legitimate Interest) labels now survive into the public passport projection, so restricted sections are labelled as such rather than appearing absent.
  • Public callers no longer see the names of restricted certificates in the passport's documents branch; restricted means restricted, including the title.
  • The form editor tolerates empty optional fields without complaining, and duplicate warnings are de-duplicated, so the warnings you do see are ones worth reading.
